Hi Maureen,

there is no way around adding items to your records, if you want to make it 
possible to place holds.

You can add the items in acquisitions by setting the system preference 
AcqCreateItem to 'Create an item when [placing an order]'.
It will make it possible to add items from the order form. You can also use a 
specific ACQ framework with some default values to make this a bit easier.
For example you could use a special itemtype 'on order' and set your 
configuation rules to allow holds for this itemtype.
