You need to configure Overdue Notice/Status Triggers: http://manual.koha-community.org/3.8/en/noticetriggers.html
Then setup your cron job: http://manual.koha-community.org/3.8/en/cronjobsch.html#noticescron This relies on you having configured your server so that it can send email by setting up your mail transfer agent e.g. Exim, Postfix, Sendmail, etc. Note: I have not actually had to do any of the above yet, but hopefully the manual links will point you in the right direction.
