You were half way there. Go to the URL which you gave:
http://translate.koha-community.org/hu/38/
There are four tabs: Overview, News, Translate, and Review
Click on the Translate tab.
Each of the files you listed:
hu-HU-i-opac-t-prog-v-3006000.po
hu-HU-i-staff-t-prog-v-3006000.po
hu-HU-pref.po
have 4 links: "View Untranslated | Translate All | Download | Download
XLIFF"
I think you should be able to go from there.
I had a similar problem, because I failed to notice the four tabs too.
