I think I was able to experience this. Did you import your previous mysql database into 3.8? try dropping the koha 3.8 database then import the previous mysql database into koha 3.8 database then go to koha admin (192.xxx.x.xxx:8080 in my case) and you will be presented with koha installer just click next as what you see fits your library. And then, run the zebra indexer.
