Hi Karen,

Yes, Koha has a HOLD notice that is emailed to patrons when their hold is
available for pickup.  The patron has to choose to receive the "Hold
Filled" notice in his/her messaging preferences.

If you can email me (off list) the name of the patron that you think should
have received a hold filled email but didn't, then I can investigate this
further for you.
