    It's this one, with the idea being that if it's on issue, a Patron won't 
find it on the shelf. It addresses the problem of two people wanting the same 
object at the same time. Does this make more sense to you now?

    If it's already on the shelf, there shouldn't be a problem, since the 
Librarian should be able to find it for the Patron. :) (Though of course Stuff 
Happens, like lost items, the item is Reference and therefore not for loan, et 
cetera...)
