Indeed, z3950.loc.gov is now responding for me as well. However, since LC no longer seems to officially mention z3950.loc.gov, and since lx2.loc.gov appears to have been working even when z3950.loc.gov was down, I've opened bug 9494 and submitted a patch to update the default definition.
