Just an update: I found the problem with the Z39.50 downloads, it was a setting in system preferences http://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=5333
However, we're still not able to find any of the newly created or uploaded records using normal searching methods. I've been checking our system preferences settings against the settings in our production system that do work. Everything connected to zebra, cataloging and searching are OK. It's beginning to look like a zebra problem. . . but not sure what yet.
