Richard, This has to do with your network setup. As it says in the Assumptions right above the Tweak Hosts File entry, you need some help from your network folks on this one.
The instructions add the two lines to the /etc/hosts file. These point the names for the OPAC and the staff client to the local loopback address. This allows you to connect to the web installer from the same machine you are installing on in the following "Web Installation" step.
