Hi Nick, 

did you check under administration > categories that the 'overdue notice 
required' is set to yes?
The patron category will only show up on the notice triggers page if this is 
the case. 
I learned that the hard way by reporting a bug about this behaviour and being 
told it was a feature :)

Thanks for your replies, ladies, but no joy... :-(
On an interesting note - I do see that the (A)dministrative category
doesn't even show up as an option in the Notice triggers page!
