You need to be a bit cautious about rearranging the add new patron page - we found out (just last week actually!), that Koha appears to like to get the data from the registration form in a certain order. If the library management block is before the patron identity block, you won't be able to add any new users. That may not be true for all versions of the software, so your mileage may vary.
