Hi Lenora, it's a little different for different categories of authorized values.
If you create a new category yourself that has no special meaning in Koha then the category will be gone when the last value is deleted. Categories that have a meaning in Koha will stay in the list as a little help to fill them with values again. An example would be bsort1.
