I now have access to the previous signing key and have updated the
repository accordingly.

Consequently, it is no longer necessary for re-download the key file
in order to upgrade an existing package installation.  However (and as
always), if you are installing Koha for the first time and have added
the Koha repository to your APT sources, you will still need to fetch
the key file and use apt-key to import it.
