I read through Setting Patron Permisions <http://translate.koha-community.org/manual/3.22/en/html-desktop/#patronpermissions> many times and try to tick/ untick some items but failed.
I want to know: how to a staff can block a patron and notes why patron was blocked, but I don't want a staff edit/ change any information of patrons.
