Just to add a +1 to your idea of doing it manually if you don't have many.
Not only do you need to construct the holds but get them in the right
order and handle copies that have been chosen to satisfy a hold but not
picked up.

Thank you. That makes sense, and I was already thinking of doing
something like this. But there aren't a large number of holds, and it
might be less time-consuming to enter them manually than to study the
database tables and write the script.
