I can confirm the behaviour on master - it's always using the language of the interface, not the locale selected. Other options like name of month and name of day seem to work correctly.

Can you please file a bug report?

If we change the staff language everything seems to work fine.. but I think
that perhaps we're doing something wrong.. I guess there is no need of
changing the language of the UI, I remmeber that it worked in previous
versions of koha
