Hi Mohan,
the LDR or 000 must be included in every record. LDR Pos. 9 should be a
for UCS/Unicode. I've seen problems with non-latin characters in records
where the LDR was missing.
If this is not the problem, maybe you could share your MARC record?

the places it is not working.*
Does your record contain a correct LDR with the correct encoding setting?
