Hmm, how did you setup your debian repositories; to follow suit or codename (https://wiki.koha-community.org/wiki/Debian#Set_up_package_sources) ?.
Either way I'm surprised by your results.. If your tracking by codename and it's set to 17.11 I would have expected a significantly more recent 17.11 to have been installed.
