hi Fred, try....
 $ sudo apt install libmojolicious-plugin-openapi-perl

Koha should be fetching that package from kc.org.

You can confirm this by the following command...
 $ apt-cache policy libmojolicious-plugin-openapi-perl
libmojolicious-plugin-openapi-perl:
  Installed: 1.15-1~kohadev1
  Candidate: 1.15-1~kohadev1
  Version table:
 *** 1.15-1~kohadev1 500
        500 http://debian.koha-community.org/koha 18.11/main amd64 Packages
