1. Google has deprecated the API that was used for the
GoogleIndicTransliteration functionality. So this feature can no longer
be provided in Koha and will be removed in the next released versions:
https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=26070

2. This sounds like you haven't configured your Koha installation for
search with non-Latin characters with ICU. See:
https://wiki.koha-community.org/wiki/ICU_chains_configuration
