The manual is out of date. UseKohaPlugins was removed for 20.05. See bug 20415: https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=20415 Coincidentally, I'm having the same problem that is being discussed here, but only on koha-testing-docker; a stock installation of 20.05 on Debian is working fine. I can see that pluginsdir and enable_plugins are set correctly in koha-conf.xml, and I've logged in as a user with superlibrarian privileges. But I don't see "Tool plugins" under "Additional tools" in the Tools page.
