I don't think anyone on this list has the ability to tell you yes or 
no from a legal standpoint. From the point of view of US copyright law 
we would consider the use of book cover images from external services 
like Google Books to be either allowed under copyright law (depending 
on your interpretation, e.g.

"reasonable risk," e.g. 
https://librarianwhodoesntsayshhh.com/2014/05/26/book-cover-images-copyright. 

These links don't point to legal opinions and I'm not offering legal advice. 

That said, I've never heard of any library getting in trouble for 
using the GoogleJackets feature. We've been using it and Amazon cover 
images for years.
