it looks like a general 'internet is glitchy' problem
you could try editing your /etc/apt/sources.list file - to use a japan mirror
(or other)
https://www.debian.org/mirror/
https://www.debian.org/mirror/list
http://ftp.jp.debian.org/debian/
dont forget to run 'apt-get update' after you change mirrors :)
