No - all the four options there only work if MARC 952$c is linked with
the category of authorized values "LOC".
In the case of option "on a separate column" it doesn't even show an
empty column but just no new column at all.

Yes, the column "current library" and the name of the current library
show - but not the content of MARC 952$c which should appear below
(and which does appear if MARC 952$c is linked with the category of
authorized values "LOC").
And as said: This is only the case in the OPAC. In the staff client
MARC 952$c shows, linked to the category of authorized values "LOC" or
not.
