Yes, it's clear that it should be mentioned that it's not because a BZ is in 
the top that it will be developed without funding. Perhaps, it could be added 
on the main page of Bugzilla?
KohaLa is funding developments and perhaps Koha-US or other groups do that?
It could be interesting for our members to know what enhancement wish is 
popular.
And, it could be a good way to know what Koha users are interested in (at 
least, for the Koha users that go in Bugzilla). It's not really user friendly 
but it can do the job?
It already exists, we could try to use it?

Bugzilla votes are problematic, because there is no way to promise anyone that 
a bug with a lot of votes will get worked on. It's kind of like when someone 
posts on an enhancement bug saying "Why isn't anyone working on this?" Which 
bugs are worked on depends entirely on who is being paid or who has volunteered.

I like the idea of highlighting bugs which are popular in votes, but I think if 
we had something like a regular email to the mailing list we'd have to make it 
clear that it was informational and folks who are interested should see about 
sponsoring the work somehow.
