Greetings Colleagues,

When I read the Koha documentation/manual for the Transport Cost Matrix
found at
https://koha-community.org/manual/25.05/en/html/circulationpreferences.html#usetransportcostmatrix,
it said "The library or libraries of the next highest cost shall be
selected from only if all the libraries in the previous group are unable to
fill the hold."

My question related to that statement is: how does Koha determine that the
library of the previous group is unable to fill the hold in this context?

One of the members of our team said that their previous ILS, III Sierra,
would select an eligible item from a branch to fill a hold, and then if
that branch had not filled/triggered that hold with their eligible item
within three days, then Sierra would select an eligible item from another
branch to fill the hold, and so forth. That person wants to know if Koha
does that same type of thing when Koha is following its Transport Cost
Matrix.
