tenho quase certeza que vc não leu as respostas por completo .. seu bootstrap está pedindo um controller index por default .. correto?
aí quando o framework inicializa ele busca o Controller_Index (controller/index.php) lá na pasta de controllers. correto? Como ele não acha, dá esse erro de request. correto? Agora, ou vc renomeia o welcome (arquivo e classe) ou cria seu controller index..
