Toutefois de nombreux �l�ments m'ont interpell� quant � l'ambiance de guerre civile qui r�gne � Kiev. Je suis surpris par le peu de cas fait, en Europe de l'Ouest, de l'appel au dialogue lanc� par le camp pr�sidentiel, qui n'a �t� relay� par nos chancelleries qu'� reculons. Unfortunattely the REFERENDUM didn't suceed. The exit on the polls was around 30 something % acording to the offial results. American recognizion of Macedonia two days ago together with pressures from the goverment including police presurse similar to Latin American dictatorships resulted in the electoral failure. Now we have to see what will be the reaction of the national forces. Will they accept the "democratic" defeat or they will start with spontaneous protests in the great cities. The sociologist reaserches are showing that more then 20% of the population are ready for the protests. The prowestern medias are talking about depolitization and apathy like the main elements of the Balkan politics.It seems that is the main element of their propaganda war is - the destruction of the people's spirit, of any potential energy of revolt . The referendum was sabotaged and flagrantly obstructed by the Government pro-American forces. 20 % of the voting places in Western Macedonia were NOT OPENED at all. Some voting places all around Macedonia were closed before the end of the voting time. There was a big pressure over the citizans from the police structres not to voted. Also, all of the police was kept on the ground beyond their working time in purpose not to vote. State Electorial Commision (SEC), which president Stevo Pendarovski is very closely linked toa certain american structures, practicaly all of the day was forcing some very low percentage of people who were voting (this percentage was not thrue) aiming to make an depressive psychological atmosphere, and citizens not to be inspired to vote ... A large majority of those who took part voted to overturn the legislation, but the referendum nevertheless failed because it came nowhere near close to the required minimum of 50 percent participation. Electoral officials early Monday confirmed the government's estimates that turnout was around 26 percent of 1.7 million voters in the former Yugoslav republic. Electoral commission spokesman Zoran Tanevski said that of 436,202 votes cast, 409,886 were in favour of throwing out the legislation which was passed under EU pressure in August. The government, ethnic Albanian leaders and the European Union called for voters to boycott, saying failure to implement the legislation would derail Macedonia's bid to join the EU and NATO. The laws are the last step in the internationally brokered Ohrid peace accords which ended seven months of fighting between government forces and ethnic Albanian guerrillas in 2001, narrowly averting another Balkan war. VMRO-DPMNE spokesman Aleksandar Bicikliski complained of irregularities in polling booths, electricity cuts and "intimidation" of voters. "We have faced major fraud because citizens have not been able to exercise their right to vote in various areas of the country", he told AFP late Sunday, adding that the party would consider challenging the legality of the poll. "We are sure if citizens were able to vote the turnout would have been much higher". Other opposition groups criticised President Branko Crvenkovski for addressing a public meeting in Skopje overnight Saturday, which they said breached the 48-hour electoral silence period before the vote. The president spoke to supporters as part of celebrations over Washington's recognition of the country's constitutional name, the Republic of Macedonia, in the face of protests from neighbouring Greece. The government also relaxed drinking hours on Saturday. "Of course the US decision is welcome but the celebrations should be held at an appropriate time and this is against the election law", said Todor Petrov, president of the World Congress of Macedonians lobby group. He said the Congress, an umbrella group of various non-government organisations which helped raise 180,000 signatures to call the referendum, would not accept the results. "The World Congress of Macedonians is not going to accept the official results when 20 percent of the territory of Macedonia had no proper voting process and polling stations were either not open or closed early", he said. ASSOCIATED PRESS WRITER - "YANUKOVYCH WINS UKRAINE MINERS' LOYALTY" Excerpts : AP (december 3) - "He has worked at the Ukraina mine for eight years, risking his health and his life every time he steps into the elevator for the 1,500-foot trip down the shaft to gouge out the ore that keeps eastern Ukraine's industries chugging. Two years ago, 35 of his colleagues were killed in a fire. "I'm lucky", he said. "I not only have a job, I get a regular salary". Dogadin, who earns $155 a month, attributes his good fortune to Prime Minister Viktor Yanukovych, who comes from the same coal-producing region of eastern Ukraine, known as the Donbass. He carries a little plastic calendar with a portrait of Yanukovych like a talisman, saying it's thanks to him that he has been regularly receiving his salary for the past two years. Yanukovych, the would-be president whom the opposition accuses of vote-rigging, inspires a passionate defense in this mining town. Mine closures in the 1990s left only the Ukraina mine working, and families fled - reducing the town's population from 28,000 to 12,000 in just a decade. Boarded-up windows and doors dot Ukrainsk's five-story, prefabricated buildings. At night, people take their place in the line that winds around bonfires near the entrance to the single bank in town, where anxious residents are trying to claim their savings, saying they fear opposition leader Viktor Yushchenko may become president. "I'm really afraid that the times of the fascist Yushchenko will return, when we didn't see money for two or three years", said Maria Basak, referring to Yushchenko's tenure as Central Bank head and prime minister in the 1990s, when Ukraine underwent painful reforms including mine closures that put whole towns out of work. Basak was No. 346 in line to pick up her monthly pension of $51. She said she voted for Viktor Yanukovych "because he gave the miners the possibility to feel a bit like people". Yegor Sidorenko, 66, lost his job 10 years ago, when the Selidovskaya mine was closed. "Had I been younger, I would never have set foot here", said the former miner as he picked up his $55 pension. The majority of apartment buildings in Ukrainsk have not had heat for the last four years. No one can remember when they had hot running water; even the cold water works just four or five hours a day. "My husband mines coal for the electric system, but we're freezing", said Svetlana Matrik, 39, who was huddling with her three children around a wood-burning stove built into the kitchen. Still, she has no plans to leave - unless Yushchenko comes to power. "Then we'll start packing our bags", she said.
