Consulting Services for Technical Assistance to the Energy Regulation Board, ERB, in Zambia. The Swedish International Development Co-operation Agency (Sida), on behalf of the Energy Regulation Board (ERB) of Zambia, hereby invites tenders for Consulting Services for technical assistance to the ERB. ERB was established in 1997 under the new Electricity Act (1995) to regulate the entire energy sector in Zambia. Based on an agreement between the Government of Zambia and the Swedish Government, Sida has supported the institutional capacity building of the ERB since the very beginning. Thus a project to this end was funded by Sida and carried out during the period 1999-2001. ERB is currently in a crucial phase of its development, facing the implementation of a reformed structure of the electricity industry and putting in place price regulation for electricity. Sida will, subject to a decision and an agreement with the Government of Zambia, continue its support by financing consulting services to assist ERB within the following areas: Development and implementation of a model /formula for electricity pricing and regulation? Implementation of structural change and market reform in the electricity supply industry? ERBs participation in the regulatory co-operation in the SADC region?
