System UNMIK Deadline: August 16th 2002 Request for Proposal (RFP) On behalf
of the Banking and Payments Authority of Kosovo, the United Nations Interim
Administration in Kosovo (UNMIK) invites interested software and equipment
providers to participate in a tender for providing the following services:
Development and implementation of software and equipment for a central bank
accounting system at the Banking and Payments Authority of Kosovo. The
Banking and Payments Authority of Kosovo (hereinafter referred to as �the
BPK�) is a distinct public legal entity. It is established by UNMIK
Regulation 1999/20 for the purpose of providing certain banking services and
licensing, supervision and regulation of financial institutions in Kosovo.
The Solicitation Documents explaining the services and potential equipment
required may be obtained from Mr. Luis Alvarez, Central Procurement Entity,

communications. The Solicitation Documents include: I. Instructions to
Proposers II. Guidelines for Implementation III. General Performance
Requirements IV. Functional Requirements V. General Terms and Conditions of
Contract for Services VI. Architecture, Hardware and Basic Software
Requirements-Existing System Complete bids, split into a Technical Proposal
and a Financial Proposal in separate sealed envelopes, shall be addressed to
Mr. Luis Alvarez on or before 16 August 2002 at 16:00 hrs local time. The
bids, one original and four copies of each document in separate sealed
envelopes and clearly labeled in accordance with the Instructions to

Tereza Street Pristina, Kosovo The bids shall be received by 16 August 2002
not later than 16:00 hours local time. Bid opening will take place on 16
August 2002 at 16:30 hours local time at the address indicated above. Any
requests for clarifications on the contents of this tender or the
Solicitation Documents must be addressed to Mr. Luis Alvarez in writing.
This tender process is being implemented in accordance with FAI No 2/1999 on
Public Procurement in Kosovo. Factors that will be taken into account for
the award of the contract will include: � Bidder�s key personnel,
references, local partner; � Bidder�s software, equipment, banking and
accounting experience; � Bidder�s prior experience in implementing
accounting software in one or more central banks; � The Bid�s compliance
with International Accounting Standards; � Bidder�s proposed training plan
for BPK IT and other personnel, according to user level, project support,
quality control, system maintenance; � Quality of p!
roposal, sustainability of proposed solution; � Availability of local
support and maintenance; � Bidder�s ability to complete the implementation
of software and hardware system by 1 November 2002; � Cost of the project.
BPK reserves the right to reject any and all bids, and to annul or to
suspend the solicitation process, in part or in full, at any time prior to
the date of award of contract, without thereby incurring any liability to
the affected Proposer(s) or any obligation to provide information on the
