Creation Information Base Proposal for the Development of an Information
Base on the National Law and Practice in Employment Promotion and Job
Creation The objective is to compose an extensive information base building
on the results of a general survey concerning national law and practice in
regard to the matters dealt with in the following ILO instruments: �
Employment Policy Convention, 1964 (No. 122) � Employment Policy
(Supplementary Provisions) Recommendation, 1984 (No. 169) � Human Resources
Development Convention, 1975 (No. 142) � Job Creation in Small and
Medium-Sized Enterprises Recommendation, 1998 (No. 189). The survey will be
conducted from July through December 2002, and the information base will be
published in January 2004, with last mater!
ial to be drafted in November 2003. The survey questionnaire is available on
the ILO website

df) Usually the general surveys result in replies from over 100 countries.
On average, each reply has 10-15 pages, and there may be several replies per
country. The ILO will translate the texts in either English, French or
Spanish. The information base, the search and command facilities must
function in all three languages. Besides the individual replies, also a
summary report of the survey and ILO instruments are components of the
information base. The report itself is going to be prepared by the ILO in
all three languages. The project comprises the following tasks: � Editing
the survey material; � Compiling complementary material and editing it; �
Organising the material into an information base; � Presenting the
information base on CD ROM in html format accessible by different browsers
and from different pla!
tforms; and providing the files also in XML format; � Providing the
information base with auxiliary facilities, such as search, autorun and

independently. Companies/consultants are requested to submit their
expression of interest prior to 16:30 hrs, Geneva time, 1 August 2002. In
response to the formal expression of interest, if selected,
companies/consultants will receive a request for quote during the first week
