I'm not sure what you suspected, I do agree it is probably popping up when a 
blog update occurs.  But what SHOULD occur is the "more information" should 
take you to the blog update itself, the manage subscription should take you 
to a screen that allows you to unsubscribe to the MSN alert. And the alert 
should have text in it that says either a portion of the blog or at minimum 
"XYZ updated their blog!".

For more alerts (that DO work), you can check out 
http://alerts.msn.com/Alerts/Default.aspx (note: i needed to use firefox 
because konqueror seems to loop endlessly when logging into passport).  If 
you give me a blog to test, I can test what is going on.  My suspicion is 
that the HTML coming in with the alert is formatted in such a way that I am 
mangling it instead of displaying it correctly.  You are seeing a.htm or 
s.htm, but perhaps the original link contained much more and I just chopped 
it off inadvertantly.
