I am also hit by this bug. I have found an explanation and a workaround:
Even if there is no AV::Videodevice, the configuration tab tries to read
configuration settings from the first device. This, of course, leads to a
crash. By disabling AVDeviceConfig::setVideoInputParameters() in
kopete/kopete/config/avdevice/avdeviceconfig.cpp, I could supress the crash.
Obviously this also would prevent me from configuring my cam, if I had one.
