Deferred JEP are JEP proposal that has not be reviewed in 6 months
It's because at the time the JEP was published, there was not lot of people 
interrested in it.

Since then, several clients have implemented it in their clients (i don't 
remember exactly which clients, but that include psi)
And some emoticons themes are available on several site

There are lots of JEP that has the "implementation not recommanded" red 
message on the bottom. We should implement what we think promosing in order 
to make thing to advance
