I've got the same problem - to one out of 100 ICQ users I'm always shown as 
away (or offline, when i'm really offline) regardless of my real state. That 
user uses 'original' ICQ client (around 2003a - i can determine exact version, 
if it helps).
The user is for sure authorised on both sides, and me/he isn't in my/his 
invisible list.
Also the user has difficulties to send me a message - he has to close and open 
the chat window everytime he wants to send a message (the window freezes while 
"sending message")
Sending messages and status lookup from kopete works fine.
THIS IS A KOPETE BUG - as the problem disappears when i switch to another 
client. (gaim, gnomeicu, miranda)
The original ICQ user has a public IP (i do not), so probably the direct 
connection is made. (i can investigate it, if it helps)
Using Gentoo Linux 2006.0, KDE 3.5.2, Kopete 0.11.1 stripped from kdenetwork 
package.
