Well, there is an easy way to test it.
Tell KDE to use an external player to play sounds (aplay or play) for example.
Then try to play a sound through it via KDE. If it works you have another
problem but if it doesn't compile kdelibs with arts (only kdelibs is enough).
Afaik it has always been like this.
I don't know about PSI but I think it doesn't depend on knotify or kdelibs.
