As Will said: Custom Notifications.
You can access them via the context menu of a meta contact. Choose item
"Properties", then go to tab "Custom Notifications", select "A contact has come
online" as "On event", and check "Start a chat". Uncheck "Trigger Once" if you
want to open a chat everytime the meta contact goes online.
