You'll need a GSM mobile phone and some method to connect to it (USB, 
Bluetooth, serial) or you'll need to be able to have access to a service that 
smssend or smsclient supports.

I did some work months back to add support for GSM phones.  Then I started 
porting it to kde4.  However, around that time kdelibs was still in flux 
(even kdelibs_snapshot) and things were still migrating to cmake.  I lacked 
the time to stay on top of it. Heck, I still lack it!
