It would help to know which version of Kopete you're trying to develop for. 

Also of note is that in order for your plugin to work, it needs to be 
installed, so assuming that you've compiled your plugin with the same prefix 
(./configure --prefix=`kde-config --prefix`) as your KDE directory, you just 
need to run 'make install' and the plugin should show up.
