If you use ICQ, select default message encoding in ICQ account properties.
For example, to receive messages in Russian, select Windows-1251 encoding.
You can also select encoding for those users in your contact list who use 
language different from your default language. Right-click to the flower icon 
to the right of user's name and click "Select encoding" in popup menu.
Warning: don't select Unicode unless your contact also uses Kopete.
This setting affects only non-Unicode messages (offline messages, for 
example).
