Currently nobody is working actively on it.
I don't know the exact current state.
(last time i tried Koepte svn was few months ago)
And Jabber was working almost like in KDE3 (although some kopete feature are 
disabled because the port is not complete)

But i am the last person who was working on Jabber, and I am probably the 
person of contact you're looking for.

I would say that the first TODO or missing stuff is to be able to give back 
all kde3 feature in Kopete (but that's not jabber specific)
After that, there is the MUC protocol which need a better implementation. We 
need a good Jingle support (but a student will work on that this summer for 
Google). And there are still lot of small XEP that could be implemented.

Just for curiosity: may I know why you "must" start working on jabber ?
