This should be fixed in Kopete 0.12.5 (KDE 3.5.7) if it's not please reopen.
r636111 Don't send local contact list if list is empty. Fix login with new
(empty) icq account. We cannot use lastModTime in listComplete function because
new icq account has lastModTime = 0 too.
