No. Installing both -devel packages is to the same prefix not something we will fix. You're not supposed to do that. Distributions should not allow it either. Installing non-development packages is allowed. We're trying to find all clashes, but this will be a difficult task. Finding libraries and executables is easy, as is finding the few config files we ship. The hard part is finding shared configuration files and shared application files that are only in users' ~/.kde. One more thing: downgrading an application has never been supported.
