The system tray flashes on all new messages, even if there is already an active 
chat window.  This should be controlled by the "Enable events for active chat 
windows" setting.  I've looked at the code in kopetesystemtray.cpp and I don't 
see how to get the state "is there an active chat window" from the 
KopeteMessageEvent.  

In 3.5 this worked but was apparently due to a check on the number of balloon 
events vs tray events, which seems like it is happening at the wrong level, and 
anyway we don't have the balloon in 4.0.
