Yes, Psi supports STARTTLS. Well, at least, Iris does. It even support both 
old and new "STARTTLS" variations.
Kopete seems to use libiris from psi svn at version 356 (that seems old but 
that is what the README_BEFORE_COMMITTING file says), they are now at version 
1131.

However, when the jabber.org server had problems with the 5223 port, Psi did 
not want to connect (but I'm using 0.10 so... it's also quite old)

I think that an update of libiris would be a good thing but I don't know if 
this will still be API compatible.
