Yes, Psi supports STARTTLS. Well, at least, Iris does. It even support both old and new "STARTTLS" variations. Kopete seems to use libiris from psi svn at version 356 (that seems old but that is what the README_BEFORE_COMMITTING file says), they are now at version 1131.
