I think this is two bugs in one:
1) An usability issue: Changing one's own picture is amazingly non-intuitive. I
would dare to say amazingly difficult even for technical people that grasp the
concept of several accounts and a global identity.
2) A feature request: A pool of recently-used avatars (or alternatively, a
favourites collection of pictures, from which an user can quickly select a
picture without browsing the filesystem.
Both are very valid in my opinion.
