In KDE 3, tooltips are shown even if windows don't have focus. This seems to
have changed in KDE 4. I'd rather not make an exception for Kopete, but follow
other KDE programs to keep things consistent.
Maybe the "Focus follows mouse" setting in System Settings is interesting for
you if you don't like that behavior.
