It's probably part of the security settings. Looking around my system,
I don['t see where this gets set, but I remember reading that you can
force the system not to create a .bash_history for root. Take a look
in /etc/logrotate.conf, might be configured there. I don't seem to be
able to find the option to configure this on my SuSE 9.0 system.
