Yes, the BBC.

It really bugs me when people give the "they're a sovereign nation",
or other varieties of cultural relativist, argument, although your
qualifier "with representative government" makes it OK.  Personally, I
don't think it's a valid way to support the BBC.  I don't think the
BBC should be supported in any compulsory (ie government) way.
