Exactly. The War on Terrorism(tm) is the equivalent of the March of Dimes' fight against birth defects: the only solution to either is to eliminate people or wait for evolution to clean up after itself.
Politically, neither the government nor the March of Dimes has any delusions at the their upper administrative levels that their respective programs are anything more than the perfect means to fund personal agendas (acquire wealth, acquire power, control wealth/power of others, effect political influence, establish protection from prosecution, increasing market share, eliminate competition, circumvent/moot laws, etc, etc. Pick one or all, Mix-n-Match).
